Col. Scherr previously served as a consultant to the army surgeon general for ambulatory nursing from February 2008 to February 2012. In this position, she provided guidance, mentorship, education and training, and facilitated liaisons and cooperative relationships and project sharing with and between ambulatory nurses across the army. She reported directly to the army surgeon general annually and made recommendations for changes, as well as facilitated and spearheaded any projects the surgeon general requests, suc as the Patient-Centered Medical Home.
She was also an ambassador for what became the Army Nursing Practice model, changed to The Patient Caring Touch System, from inception in 2007 through 2010. This is a model of nursing that was created by the army nurse corps leaders and, along with PCMH, puts the patient in the center of the health care arena, and empowers the staff, primarily the nurses, to be empowered to strive for the highest quality and safety for patients. The key to the model are components that foster shared governance, innovative performance improvement, collegial relationships, and mentorship to enhance education and career development.
Additionally, Col. Scherr served as a primary planner and ambulatory nursing consultant for the Patient-Centered Medical Home model of primary care. She was also a developer, and was directly involved with the first CBPCMH at Fort Campbell, KY in 2011. PCMH is a new approach that focuses on putting the patient in the center of health care and utilizes all of the supporting staff to care for them, in addition to empowering staff to work to the fullest potential of their licenses, developing teams that become intimately involved with their panel of patients, and providing the patient with a more holistic experience, encouraging them to be more participative in their health care and planning.
Throughout the course of her career, Col. Scherr has contributed to numerous publications. She has served several academic appointments, including as preceptor for nurse practitioner students at the University of Hawaii from 1996 through 1998. Previously, she was a member of the faculty for the family practice resident program of TAMC and WAMC, and as a member of the faculty for Saint Mary College.
